Why I Built Culture State
My interest in organizational culture, employee experience and working life did not begin with a business idea. It began with observations. Through my own working life, a health and safety role, HR studies and organizational development projects, I kept noticing the same patterns. Internal dialogue did not always work as well as it could. Responsibilities were not always equally clear to everyone. Psychological safety varied between groups. Leaders, managers and employees could experience the same organization in very different ways. Most of the time, these situations were not the result of poor leadership or bad intentions. More often, organizations simply lacked visibility into how people actually experienced their work, collaboration and everyday working life. As I continued studying HR and exploring organizational development, I discovered methods and approaches that helped identify these patterns earlier and understand them better. Through projects and practical work, I began to see how much valuable knowledge already exists inside organizations, and how difficult it can be to turn that knowledge into a clear overall picture. Over time, the idea for Culture State began to take shape. I wanted to build a tool that helps organizations recognize their strengths, identify development priorities and notice emerging risks before small issues become larger challenges. The goal is not to generate more data. The goal is to help organizations understand themselves more clearly. Alongside this journey, I have spent nearly ten years supporting entrepreneurs and small businesses through business advisory work. That experience has strengthened my belief that organizational success and employee wellbeing are closely connected. When understanding improves, both people and organizations have a better opportunity to succeed.

Iiro Oura is an HR professional specialising in organizational culture, people management, employee experience, engagement, motivation and non-monetary rewards. For nearly ten years he has supported entrepreneurs and small and medium-sized businesses in business development, helping organizations build sustainable and healthy workplaces. His work is guided by a strong interest in fair, respectful and human-centred working life — and a firm belief that organizational success and employee wellbeing are closely connected. He founded Culture State to help organizations understand the people, experiences and everyday realities that shape performance — and to focus improvement where it matters most.
