Most communication problems are not volume problems.
Organizations tend to respond to communication complaints by increasing frequency. The underlying problem is usually relevance, timing or the absence of a return channel.
One useful signal is the gap between how leadership and employees describe communication. A wide gap usually points to a channel or trust issue rather than a content issue.
