Healthy cultures are rarely the friendliest ones. They are the clearest ones. People know what is expected, how decisions are made, and what happens when something goes wrong.
Three conditions appear consistently: clarity of role and direction, consistency between what leadership says and does, and enough safety that problems travel upward while they are still small.
Healthy culture is measurable in agreement: leadership, managers and employees describe the organization in similar terms.
